Are you 100% sure that the car was supplied with the locking nuts and these aren't something that your daughter fitted at a later date and has subsequently lost the key?
The wheel the AA changed is now the only wheel that is able to be removed as they didn’t put the locking nut back on. It’s the same wheels she got with her car. The dealer has said the paperwork is conflicting and the car did go out without a wheel nut.0 -

So the AA used a remover to get shot of the locking bolt without the key, and substituted a plain bolt. There is no way on this earth that they did this without telling her - and I'd be astonished if that wasn't in writing. And, probably, charging her for the replacement bolt.
I know a garage was also involved alongside the AA as they obv didn’t have a wheel, either the AA or the garage put a normal nut on. She’s been in discussions with her uncle over this as he works for the AA and he thought nothing of it. I’ll ask her if she got a bill.0 -
