the charge could be £1000 and its irrelevant because there is no keeper liability meaning this will be quashed at popla with a decent popla appeal
the numbers on any paperwork is irrelevant if the alleged debt cannot be enforced

It is absolutely imperative that the driver's identity is not revealed.
Just followed the tried and tested process. Initial appeal using the blue template from the NEWBIES followed by a well constructed PoPLA appeal using post 3 of the NEWBIES.
If you wish, the Keeper can carefully add a one liner to the initial appeal stating that since the NTK was sent to late for the Keeper to be liable they should cancel the charge now to save themselves money. Ignore any request or demand to name the driver. You should get a PoPLA code by day 35 of your initial appeal. If you don't get one by day 40, complain to the BPA.
Once you have the code, construct an appeal from all the relevant points in post 3 of the NEWBIES and post it here for checking before you submit it.
Get pics of the site and signage asap.
Send an SAR to the scammers asap as per the advice in the NEWBIES.
Send a request to the DVLA asking who requested the keeper's personal data and when from a date before the alleged event until now. Say that you believe this service to be free.
The SAR and DVLA request will flush out any other PCNs.

There is one thing that hasn't been highlighted here though, you say the vehicle has been clocked entering and leaving the car park on ANPR but doesn't have a permit, a permit is not usual in an ANPR car park as the system won't see a permit.
Are you sure the vehicle shouldn't be whitelisted?
How does the vehicle gain access to the car park without being permitted to?
If the above points aren't answered this vehicle will keep getting the scammers stupid letters and charges.0 -

It's an open car park for staff on the hospital site off a main road. I have factually been told that patients and visitors also use it at their own risk.
There are wardens who patrol but they don't issue tickets unless a car is not parked correctly in a bay or, let's say, on a grass verge within the site.
No car displays a permit in their window but the reg's will be registered with the hospital as allowed onsite. Is this what you mean by whitelisted?0 -

Not to my knowledge, but I could be wrong.
I don't know how these things work though, as in, if ANPR has been introduced, do they randomly make checks, or will the driver's colleagues also be receiving these letters in due course because they also do not have permits?0
