To be clear, are you saying that a similar car to yours was pictured parked illegally, with your friend in the picture, and by coincidence your own car was photographed passing nearby a few minutes later?

So if you’re not the driver and it’s not your car, why did you ring TfL, why did they even speak to you and how did you manage to access the photos on their website?

You’re not being at all clear, or are withholding information or are being deliberately dishonest. Whichever of those it is it makes it very difficult for anyone to advise you.

Can you prove it's not the same car? Like some distinguishing features - stickers/dents/etc?


It sounds like someone parked up early, unloaded, and left as the restriction ended and is trying to get out of it. You'd need to convince the appeals assessor that's not the case.
