Hello, I have an updated. I Received Notice of Proposal Allocation to the Small Claims Track by VCS Ltd
I received the above notice and wondering whether its worth going through the mediation service? Bit of background, I had parked in a private parking lot (managed by VCS Ltd) and saw a parking officer already there. I told him I will be back in 5 minutes to get the parking permit from my friend (who lived in the block of flats). He said okay, and I came back in 5 minutes with the permit and the cheeky !!!!!! gave me a fine. I had emailed VCS Ltd a copy of the permit as proof but they are still demanding payment.

You also need to read CEC16's thread as that signs says absolutely nothing about adding any costs for 'debt collection' (not that it makes it recoverable if they do mention it!).
But this is a classic CRA 2015 failure - an unfair consumer notice. Read the Southampton thread by CEC16.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
