Hi, i hope the link I have posted above works. It is the actual photo taken by the parking officer onsite.
I have also copied their defence below:
"
The Site Enforcer had reasonable belief that the above vehicle had committed the following contravention:
Contravention: 83) PARKED WITHOUT CLEARLY DISPLAYING A VALID TICKET/PERMIT.

That sign is not the same as the one you posted earlier. It is laid out in a similar fashion but the text is different. Yours says "Parking for Valid Permit Holders Only". Fortunately, that is also a forbidding sign for drivers without permits0 -
Yes, but I had a valid permit and send them a picture of it as proof but it wasnt displayed at the time.
No where does it say on the sign that it needs to be clearly displayed?0 -
The sign you posted reads:If a valid permit/ticket is required the permit/ticket must be clearly displayed (with all details clearly visible) inside the front windscreen of the vehicle at all times0

In any case, you have a PCN from Excelbut the signage is by VCS. It is also a forbidding sign.
Your course of action now is to do nothing and wait for a letter before claim or a claim form. The parking company has six years from the date of the event to issue court proceedings. Please take some time to read the newbies thread and to look up forbidding signage defences and wrong claimant defences.0 -
Thanks for all the help.
It is confusing because I am recieveing replies from appeals from Excel Parking services but the original PCN was from VCS Ltd.0 -
It isnt confusing, its just theyre crap at admin and hope that noone will notice.0

The VCS/Excel issue and forbidding sign are separate issues.
The sign is forbidding.
Excel and VCS are the same people but different companies. They often forget which letterhead they are supposed to use and send out the wrong one.
This means the company writing to you has no lawful basis to demand money.0
