    Just an update on this one. Still awaiting PDT records following my SAR. POPLA have been in touch re my appeal. They have attached Premier Park's evidence which is as follows -

    We are unable to trace a payment for the Appellant’s full and correct vehicle
    registration.
    This car park is PRIVATE LAND.
    This car park is monitored by Automatic Number Plate Recognition (ANPR) cameras
    which take a time and date stamped image of the vehicle on entry and exit,
    measuring the length of time the vehicle remained on site. This is then cross referenced
    with the data from the payment services and the virtual permit system.
    The main requirements for parking on site are that the full, correct vehicle registration
    is entered when purchasing a parking session, or permit, and that the whole period of
    parking is covered by payment or permit.
    Due to the use of ANPR cameras there is no requirement for Premier Park to have
    photographic evidence of the vehicle parked in a specific space, as the PCN has
    been issued due to the length of time the vehicle remained on site without
    authorisation to do so.
    The Appellant states “There will be no admissions as to who was driving and no
    assumptions can be drawn. The correct payment for the period of parking was made
    under VRM ‘XXXX XXX’ by the driver and your records will confirm this. I request that
    this PCN be cancelled as no loss was made by you or your client.”
    We can confirm a payment for “XXXX XXX” was purchased at .... for the duration of
    2 hours. See other evidence.
    The signage clearly states “Enter your full registration number.”
    For the Driver to have paid for the incorrect vehicle registration, the Driver would
    have mistyped it into the keyboard on the machine.
    Payment with coins is made by entering your full registration number, press the
    green tick button, insert the coins for the amount of time the vehicle will be parked,
    press the green tick to confirm the amount of time paid for is correct, and then take
    receipt.
    Therefore, the Driver inputted and validated an incorrect vehicle registration.

    This would have been apparent at the time of purchase and could have been
    corrected. The Driver could have pressed the orange back button to delete the digits
    and begin again or could have pressed the red cross to reset the machine back to
    the beginning.
    Alternatively, once the receipt had printed, the Driver could have purchased an
    additional ticket for the full and correct vehicle registration.
    The Driver did not correct the payment and remained parked on site with an invalid
    ticket. Therefore, they agreed to comply with the terms and conditions.
    The vehicle remained on site for 1 hour with no payment made for the vehicle
    parked. Although a payment for a different vehicle was advised to have been
    made, this does not mean that xxxx xxx was paid for. The signage clearly
    states the terms and conditions regarding the requirement to enter the full
    correct registration of the vehicle. As no payment for the vehicle parked was
    purchased, it is irrelevant whether the payment made for xxxx xxx exceeded
    the 1 hour stay period.
    Although a payment was made, no payment for the full vehicle registration of the
    vehicle parked was purchased. Therefore, an unpaid parking session occurred and a
    Parking Charge Notice was issued.
    It is the responsibility of the motorist to ensure that they have read and parked in
    compliance with the terms and conditions. On this occasion, the Driver did not.
    We request that the Appellant's appeal be refused.

    Read a few recent 2019 popla rebuttals , then go through their evidence pack , find any errors on their part and anything that supports your appeal , check Landowner authority and signage etc

    Construct a rebuttal that is less than 2000 characters (not words) and post it for critique
