As Waamo said above, your V5c is all that is needed, It confirms to them the info they got from the DVLA0 -

You don't. no phone numbers either, they even scam those
And as Waamo also said if they fail to answer your SAR, It is a report to the ICO0 -
it is THEM that have made the allegation against the person who,s name is on the V5 , and at the address given by the DVLA
they are stating YOU owe money , you are stating , the person whos name and address given by the DVLA requests info held about HIM (or he) , from the parking co , no other info , just info relating to the reg keeper at that address
U seem to recall that the ICO have stated that a scan of the v5 is OK0 -

There isn't one for that event. That's because you are now relying on legalities. Check your paperwork for POFA compliance. If it doesn't then it's a win on driver unknown.
Assert they don't have landowner authority, make them prove it. Check the signage if possible. Is it clear and legible?
In short you will see familiar themes in all POPLA appeals. Put them in and make them prove everything. It's their job to prove their case.0 -
Sadly there is POFA 2012 compliance mentioned in the letter. I will need to take a walk down there and take photos of the signage. Any other crucial points you can give me with what to include in my defence? Thanks.0

Don't take them at their word. They lie.
If you don't know something, for example landowner authority, then put it in. As I said they have to prove their case.0 -
