Parking Charge NTK received yet paid for parking

Evening All,
Following a recent holiday in the UK, a person received a Parking Charge Notice to Keeper for when they parked in a local attraction car park that was monitored by cameras. Although they hadn't come across this type of car park before, both of them categorically remember paying at the machine after keying in their registration number.

After following the advice on this site, they emailed them with the template appeal from the Newbies thread and they have responded with an email with photos of the car the occupants were in entering and leaving the car park. Neither photo shows the identity of the driver, though they said they will get them digitally enhanced to prove who was driving.

They have stated we can appeal to the IAS. They are registered with IPC but not BPA.

What should the occupants do next? Unfortunately, they didn't keep the parking ticket that was issued, so they cant prove that we paid, but the occupants are both absolutely convinced that they paid the correct fee. They even recall commenting that they had 20 minutes left on the ticket so they could have let their dog roam off lead on an adjacent field before driving off. They are not trying to get off for not paying - they're both very conscientious about paying for parking and would never risk getting a fine. They can only assume either the equipment was faulty or perhaps they keyed in the registration wrong (unlikely, but possible).

    nothing more to do, so nothing next, its futile (except read the newbies thread near the top of this forum) which PPC was it ?

    THOSE TICKETS ARE YOUR CONTRACT , SAME AS AN ARGOS RECEIPT, KEEP THEM FOR SEVERAL MONTHS IN FUTURE

    :rotfl::rotfl:In their dreams they are scammers and it's not a "fine" it's an invoice.
    How on earth can they prove who was driving have they already got the driver's photo and name to compare with?

    I do now and I suggest everybody does.


    An appeal to their kangaroo court is futile they always support their paid up members, it's a wait now to see if they try a punt in court.
  • You could try for a landowner cancellation as you always pay and can only think this must be an ANPR failure.

    Was the NTK issued within 12 days of the alleged transgression ?

    The occupants of the car didn't want to name the company that sent them the NTK as they've only found one other post on this forum that mentioned them and they thought if they were monitoring this forum, they could follow their posts on here - is this wise or misguided?

    The occupants agree that they'll certainly be keeping parking tickets in future - lesson learnt there for sure! Never had trouble like this before though - as they always pay for parking!

    There's no way they could tell who was driving from the two photos they sent - one of the front and one of the back. No amount of digital enhancement would show a face - the occupants always drive with the sun-visor down anyway. Thank you for the reassurance that even if they could see a face, it wouldn't prove anything though.

    The occupants considered contacting the landowner, but they dont know how to find out who that is. They were on holiday at the time, so it's not like they can go back easily to find out what's on the signage.

    Yes, the NTK was sent within 12 days of the so-called "offence".

    So, it seems the occupants should just sit tight now and see what occurs.

    I had considered contacting the landowner, but I dont know how to find out who that is.

    The local council might publish who pays the non-domestic rates. This will give you an idea of who the occupier likely is. Although not necessarily the land owner it would give you a place to start asking.

    If you don't mind spending a few quid then the land registry will give you a definitive answer.

    If you don't know the address you can do a "map enquiry". The Title Register will tell you the owner and the Title Plan will give you a map with the boundary plan. Each costs £3 for an unofficial (can't be used in court) copy or £7 (can be used in court) official copy.

    The attraction served by the car park should know who the landowner is, so it's worth a quick phone call to ask them.

    PPCs that threaten to identify the driver ..... it's bluff but it is intimidating. What disgusting behaviour on their part.

    Ensure your posts don't even hint at driver identity, take care with the pronouns you use please. There's the Keeper, the driver, 'occupants of the car', you might want to do a teeny bit of editing. And then there's no problem with identifying this scumbag company.

    Thanks again for the ongoing advice.

    A couple of Trip Advisor posts about the attraction were found where others have had similar problems in the past, albeit a couple of years ago and with a different parking company - Premier Parking. The company that has contacted us is Park with ease.

    As for the pronouns, I think for safety's sake you could make them a bit vaguer .... let's put it this way, you've narrowed the field a bit.

    Please, please do the detective work re. landowner, compile a humdinger of an email & insist on cancellation. I think there are more and more successful landowner complaints being reported here recently.

    Don't start to doubt yourselves, your explanation absolutely has the ring of truth, posters frequently report the very same issue with faulty equipment / one digit or so incorrectly entered. It's not you it's the PPC!

    Another thought - so far the occupiers of the vehicle only copied and sent the template message to the PPC. Should they write back to them to explain that they did pay and therefore can only assume that either the equipment is faulty, or they accidentally put their registration in wrong, which should surely be visible from their records?

    Are you waiting for a popla code or are you dealing with an IPC company?

    It's safe to name the PPC as long as you don't post anything unique that identifies you

    Edit your posts to remove the pronouns

    Write in the third party as in "the driver did this"/"the keeper did that" etc
