    Reply and ask them to require the scammer to cancel the PCN.

    And the MA have just got back to me with expected news:

    Hi born_3, Thank you for your email, Unfortunately, we are unable to get involved with the cancellation of your tickets. In your appeal please include a picture of both your new permits. If you are unhappy with UKPC's decision, you can then appeal it to Popla - https://popla.co.uk/ Kind Regards [etc].


    I'm assuming that every single letter/threat that UKPC are sending me are costing them money? I do remember hearing that for any organisation to read and reply to any correspondence costs them about £30 - is that right?

    Email received this morning - they've caved in (my emphasis)...
    Dear born_3 ,
    Thank you for your recent correspondence in relation to the above parking charge. We appreciate the inconvenience this has caused you. It is not our intention to cause undue worry and frustration when enforcing our clients' parking regulations.
    We have investigated the appeal based on the information you have submitted and confirm that in this instance the parking charge has been cancelled.
    We strive to deliver a high quality service that enhances the existing quality standards insisted upon by our client and ensure our wardens are stringently trained to meet these expected standards.
    On behalf of ourselves and our client we apologise for any inconvenience.

    But it gets 'better'. At the entrance to our development (from the main road) are the visitors bays. An extremely large vehicle (with a residents permit) parks in it causing a bit of an obsdtruction - nothing too life threatening but annoying. Now as we have UKPC "The Parking Professionals" (sic) 'managing' the site you would think they would deal with it... Instead we get a mass mail drop from the development's managing agents (who presumably 'employ' UKPC at some expense) stating:

    So effectively we the residents are paying UKPC (indirectly via the management agent) to effectively do nothing...

    What are the "transfers" they talk about? If they are to do with the lease could be Trinity should actually take action. As theyre the landholder for the shared spaces, they can apply to the DVLA on Form V888

    Tell the MA that since they employed the scammers, and the scammers aren't doing their job, they (the MA) should insist UKPC sort this out or they (the MA) should cancel their contract with the scammers.
    It is not the residents' job to manage parking just because the scammers have failed to do their job.

    If you are paying for this service you should be asking for a refund, not that you should be paying at all as the scammers should not be allowed anywhere near a residential property.

    If the MA is stating (and charging you) that car park management is a ‘paid for’ service, I’d closely question that, it because almost every parking company offers their services for free, then make their money through penalising motorists ‘breaking’ their rules.
