Permit not displayed UKPC question

We have a PCN from UKPC for parking without displaying permit.

I am the owner, but not the driver.

This is a College staff car park. The driver works there and the car has a valid permit to park.

I am waiting until day 26 to appeal.

There have been many others at the College who have received 1 of these over the years. College not willing to do anything to help.

Some of the others have had the £15 offer having appealed. Maybe would accept this, if offered. Only because of time factors.

Some of those who have appealed have sent pictures of the permit on display inside the car, but not on the windscreen, and argued that nowhere does it say that the permit has to be displayed on the windscreen.

They have also sent a photo of the permit, which I was going to do anyway.

I would somehow like to use this thread as a pointer to others at the college who receive a PCN there, because it is causing much stress among staff.

Do you think it is advisable to add the extra info onto the day 26 appeal to UKPC?

    UKPC are proven fraudsters.


    You do realise that they offer this "good will gesture" when they know they are on a sticky wicket, but still try to scam any amount of money that they can, and while people fall for it they laugh and carry on.

    Perhaps the college may take more interest if they are aware with whom they sup.

    Nine times out of ten these tickets are scams so complain to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    being the owner or not is irrelevant

    the RK is the one who may be held as liable under POFA, so the person or entity named on the V5C. So if the vehicle was a TOYOTA being purchased through TOYOTA FINANCE, nobody cares that Toyota may be the owner of the vehicle until the last payment is made

    I would send the college a reminder that they are jointly and severely liable for the actions of their agents, and question them as to why they are allowing an unregulated company to operate on their as well as accessing, processing and retaining personal data, for which the college could be liable for under GDPR

    So I preparing my day 26 appeal.

    I am going to include a photo of the permit.

    Do I take out the paragraph about PDT machines? as this is not relevant on this one

    1st appeal is to go in today.

    Should I use my name and address as it is on my V5c form? Or is it a good idea to change that slightly so they have to pay DVLA for info?

    I am surprised that so many have supported OP. He/she is a tenant with two cars and one space who has admitted that he/she frequently parks where parking is not permitted and uses a space reserved for visitors.

    It is such behaviour which encourages MAs to engage these scammers. He should find accommodation more suited to his/her needs imo.
    You never know how far you can go until you go too far.
