I would like to make a complaint against one of your members, UKPC, UK Parking Control Ltd.
On June 13, 2019 we received a windscreen parking ticket from UKPC, Parking charge Ref No
, which we definitely wish to contest.
I sent in my appeal, as instructed on ticket, on July 8, 2019. I was sent a letter from UK Parking Control on 22 July, 2019 which did not provide a POPLA code, but a 'Fishing' letter, attempting to try and make me disclose who was driving. This I believe is totally unjustifiable action.
On this letter, dated 22 July, 2019, which I have attached to this email, It states 'Failure to provide this information will give us no alternative other than to make our final decision based on the previous information received. At this stage a POPLA verification code will be provided'
I received nothing until August 21, 2019. When I received further correspondence, a 'Notification Letter' also attached, which again does not provide me with a POPLA code. But has now raised the charge to £100.00. With a threat to begin court proceedings against me.
UKPC are attempting to make me go through their appeals route once again, and failing to provide me with a POPLA code puts them in breach of your code of practice.
I am asking you to instruct your member, UK Parking Control, to cancel the above parking charge due to their behaviour on this matter, which is causing undue worry and stress.

As I said at the start, many people at the College are being affected by this, and I suppose, I hoped I could get a 'winning' Popla appeal drafted so that I could point them to this thread in future.
If anybody, in similar circumstances, can point me to their Popla appeal that I could send on, I would be very grateful.
I have tried searching, but can't seem to get relevant appeals.

That's the result we like to see. Well done on complaining to the BPA - it's obviously worked.
POPLA appeals are normally pretty generic, questioning the PPC's authority to issue tickets on the land, whether there is a signed and current contract with the landowner, do the signs meet the strict standards within the BPA Code of Practice and in line with the observations made by the Lord Justices in ParkingEye v Beavis, and whether the PPC's documentation passes muster in the context of the Protection of Freedoms Act 2012 (Schedule 4) in order to hold the vehicle's keeper liable.
Or were you looking for something quite different? If so perhaps you could give us a better understanding.
I was wondering if it made it any different bieng a permit holders only car park? But I guess it's appeal on everything then.
It's a bit strange, this carpark, because it's council run at weekends but used by college Mon- Fri. Be interesting to know who owns the land0 -
Permits Only is a 'forbidding sign' and the PPC offers the motorist nothing (no consideration), so no contract to break.
