Do private parking have different laws to council patrolled areas?
I know if a traffic warden hasn't fixed the PCN to your car and you drive off it is null and void?
Surely you have been here long enough by now to realise that private parking is an unregulated industry.0 -
Sorry, yes, just thought i would ask just incase. By laws i meant as in, if the ticket isn't affixed then does it make it creditable ?
I could add more about the pcn not being affixed as the driver drove off before it could be attached, highlighting the small amount of time the car was parked and also other bits that VCS have said in letters but then contradicted themselves in another letter.0 -
The BPA allow their members up to seven months to get a Notice to Keeper to the vehicle's keeper.
You will need to check the IPC's CoP for how long VCS are allowed to do that.
Or to put it another way... no PPC has to affix anything to the vehicle at the time of the alleged incident.0 -

theres a couple of points that are quite interesting on the CoP
13.1 If a driver is parking without your permission, or at locations where parking is not normally permitted they must have the chance to read the terms and conditions before they enter into the ‘parking contract’ with you. If, having had that opportunity, they decide not to park but choose to leave the car park, you must provide them with a reasonable grace period to leave, as they will not be bound by your parking contract.
13.2 If the parking location is one where parking is normally permitted, you must allow the driver a reasonable grace period in addition to the parking event before enforcement action is taken. In such instances the grace period must be a minimum of 10 minutes.0 -

IPC member grace period
15.1 Drivers should be allowed a sufficient amount of time to park and read any signs so
they may make an informed decision as to whether or not to remain on the site.
15.2 Drivers must be allowed a minimum period of 10 minutes to leave a site after a
pre-paid or permitted period of parking has expired.
15.3 The reference to 10 minutes in 15.2 above shall not apply where the period of pre-paid
or permitted parking does not exceed 1 hour providing that the signage on the site
makes it clear to the motorist, in a prominent font, that no grace period applies on that
land.0 -

Good point, It doesnt appear so, i will call them or get in contact with them tomorrow for previous versions.
BPA have various revisions on their website from 2012, IPC just have the one version 6, which they currently have available to download.0 -
