the main problem is that in order to get our points across we have to be like a wise owl teacher admonishing a juvenile for the most basic mistakes before we can even get to the crux of the matter
what makes it worse is when the mistakes are pointed out and the OP repeats the same mistakes over and over again (like using the words , "MY , ME , MYSELF & I" - they just cannot help themselves)
and using a mobile phone does not help , whatever OS the forum uses , be it vbulletin or something else , it doesnt help when the OP hasnt a clue why they fail to do something until its pointed out in basic terms
so tuff luv comes first, then reality
if I could help the OP I would, but at this stage there is nothing that can be done except to try and ensure things do not get worse with peripheral issues like informing the DVLA etc, or letters going to the old address
therefore the OP needs a SAR to PP including a data rectification notice so they have the correct address, we do not want a default CCJ going to the old address which we see numerous times on here due to similar issues and I am sure that the OP does not want to pay £255 for a set aside to any existing CCJ either (legal and financial issues that they have not thought of)

I have been an admin and mod on various forums for two decades and can tell at a glance where the OP is failing and the rookie mistakes they make including the amount of personal info they are giving out due to too much info, repeated errors , poor choice of username etc - with faceache and other social media sites its relatively easy to identify people and get all kinds of personal data from their posts and pictures and usernames and if I can do this , so can parking companies and solicitors and debt collectors like DRPL and TRACE etc)0 -

As an aside, it's really about time this forum got a decent mobile friendly upgrade. Compared to other forums I regularly use, the interface of this one is appalling!
We deal with about 100 queries everyday. There are only a handful of regulars so we don't have the time or luxury of hand holding.
Sometimes a poster needs a short sharp shock, WAKE UP AT THE BACK to get them on track.
Quite often a poster will ignore our suggestions, or ask why instead of getting on and doing the suggested changes. Sometimes they give away enough information for the scammers to identify the driver, then the poster logs off before we have been able to tell them the error of their ways.
Parking scammers read these fora and have been known to use comments from here at the appeal stage and in court, or address them by their username instead of their real name just to show they are stalking the poster.
By the time the poster has understood what they should or shouldn't say here it could be too late.
Which would you prefer, that we get our point across quickly by being blunt, or waffling on and being nice in a long winded explanatory post, only to find the scammers have clocked the drive's ID?I married my cousin. I had to...I don't have a sister.

Landowner is a private person the driver keeper doesn’t have the details for and the debt collector states the notice has passed point for appeal. Perhaps keeper should just pay.0 -
It's the keeper's decision whether to throw £160 down the drain or not for something they don't have to and have a defence against.
Debt collectors lie. They say the point of appeal is past, but the ADR regulations say otherwise. A consumer has up to a year to appeal according to the UK Government.
In addition, the Equality Act 2010 is in effect here. It's discrimination not to abide by it.
If you don't know the landowner's identity, you could pay the land registry a few quid to find out.
