5 month old baby, parking fine

Hi, firstly, I have read the newbies thread and am only posting here because I am not sure which stage the process is at and I’m looking for advice for the keeper or driver of the car. Here are the details;
On March 9th the driver parked at Branscombe beach Devon and paid for three hours using cash. The driver no longer has the ticket. The driver was 32 minutes late past the paid for time leaving the car park because the drivers have a small baby who was being tended to, she was 5 months at the time and had to be changed and fed.
The initial fine was sent to the keepers previous address as they have moved house and gotten married and neglected to update their log book, by doing the license, stupidly the keeper thought it was sorted. They have now updated dvla FYI.
The first they heard about the fine was on receiving a letter from a debt collector, stating they now owe £160.
Keeper/driver not sure what to do next, (sadly) has already phoned them to query it and ask if due to the circumstances keeper/driver is allowed to appeal directly to the parking company (Premier Park Ltd). They state the keeper/driver is past the appeal stage and premier park have passed the case to them to collect monies.
Please can someone advise what step should be followed next? As mentioned already read the newbies thread and confused... sorry! The debt collector suggested getting legal advice.
Any advice greatly appreciated.

If you have read the FAQ then you should know how to deal with debt collectors!
All covered in post #4 there
Also throughout you are advised never to reveal who was driving
You need to edit your post to remove details of the driver
The ppcs monitor this forum and can use posts in your thread against you in court0 -
the DRIVER parked etc, no need for "MY , ME , MYSELF & I" in any statement , especially not on public forums that parking companies read
I hope you are more careful about giving out information on social media etc because we already know far too much about you
edit post #1 to start with
due to your own tardiness in updating your documents, you have brought about this delay which cannot be retrieved and so you are at the impasse stage, awaiting court if you fail to pay
so edit post #1 , then email a SAR to the DPO at PP and get all their docs and data and pics etc, also informing them of the correct address for service of papers (your new address)
there is no easy way out of this, so stop looking for one
in future, keep your personal docs up to date as the DVLA could have fined you £1000 for the V5C failure plus another £1000 for the driving licence failure as well
the advice would have been different if this had not timed out, but we and you have to go with where you are at now, which is ignore the debt colelctors and see if PP take you to court within 6 years

ps:- a driver that has overstayed should have purchased an additional ticket , and these invoices for parking up should be kept for several months , if you want to avoiud these charges and to show a judge that the driver was being honest about it

Person doesnt mean to take an easy route and for the tardiness comment - already realised and mentioned the mistake on that part. Easy route would be to pay up to be honest. Doesn’t remember explicitly saying who was driving but did mention who owns the car, bought the ticket, in actual fact was someone else who was driving. Does that make a difference?0

If you are using a 'phone, stop and use a full size computer or laptop. You won't be able to navigate this site on a 'phone.
Having been told not to reveal the driver's identity, why have you made another post doing exactly that?
Whilst you may not be able to edit your initial post straight away, it's just plain daft to blab about the driver's identity a second time.I married my cousin. I had to...I don't have a sister.

it makes a difference if they cannot hold the keeper liable and need to know who was driving
using the word I was lying if you did not do it
use a laptop, not a phone , to edit your posts, a phone does NOT give you full internet capability and is useless when dealing with matters like these , so should only be used for viewing and even then you dont see everything on a page
my point about the mistakes is that you cannot use a Delorean and turn the clock back, so learn from the mistakes and do not repeat them , same as when telling a story, say DRIVER and KEEPER, not I etc
I can edit my posts on my acer iconia tablet , but not on my phone , but my laptop gives me much greater scope for dealing with these matters (plus banking etc too)
words mean a lot, and incriminating yourself is done by use of incorrect words, which is why crims or alleged crims are told to say "no comment" by a qualified lawyer0 -
So you're told not to identify the driver throughout this thread (I accept you're yet to edit your original post), then you go ahead and identify the driver in your very next post? ...

What happened when you complained to the landowner?
Did you tell them you were an occupant of the car and a breastfeeding mother with protected characteristics in accordance with the Equality Act 2010 who needed extra time?
If not, you should do so, providing them with the PCN number and vehicle reg number, requesting they cancel the charge.
