    If the appeal isn't upheld when I go through Popla, am I right in saying I'll be liable to pay the higher rate £100?
    No, because no-one here is daft enough to pay just because a POPLA appeal is lost.

    The driver was not aware, the signs from a distance appear to just have a large P on them which look like what you'd see in a pay and display car park.

    Private land is simply anything that's not Council! It has no special meaning.

    Your front garden, the local Tesco car park, cinema, station, etc. are all private land.

    Anyway it's all a scam and the photos show the car was not involved in one single parking event as it was moved, and it could be argued the initial minutes were loading/unloading, presumably, if you were that nearby that you could move it within minutes.
