7 fines for 1 incident, lost appeal, help please

I've read the newbies thread but would appreciate some advice as I can't find another similar situation. Basic background is husband renewed season ticket for train station car park online, mis-typed car reg in system by 1 digit as we hadn't had car long, didn't realise until 3 weeks later when fines started coming through the door (as they use ANPR so not an immediate ticket on the window). Tried to appeal on the grounds he bought a ticket, just for the wrong reg (the reg he used is actually a motorbike we found), also that if we had known on day 1 he would have corrected in the system and avoided the subsequent days. Appeal refused both by the operator (ZZPS) and by the independent appeals body, on the grounds that they weren't disputing a ticket was bought, but according to their Ts and Cs there wasn't a valid ticket for his vehicle.
There's currently 7 fines (not entirely sure why the whole 15 days didn't come through and they may still be hanging around in the system), so £700, and each appeal has dealt with them as separate fines not essentially down to one issue.
What do you advise please as the next steps? £700 is clearly ridiculous for the situation and we expected the independent appeal company to see this but they didn't. Can we still go through POPLA even though we've gone through the independent people following ZZPS's process? We have tried to link them all together on appeal but each time it's dealing with each as a separate case...

Which independent appeal company have you appealed to already?
Which parking company issued the PCNs?0 -
It was ZZPS who issued the PCNs and the appeal was with AS Appeals Service0

Zzps are a debt collector
Apcoa or Saba or similar must have issued the PCN,s
So name the PPC involved, and the station and the TOC too0 -
Did you manage to appeal to AS without giving them the driver's name and address?0

AS had the driver’s name and address I think through the PCN and the number it gave us to lodge the appeal? I thought it was owner liability now anyway regardless of driver?0

As the tickets were through ANPR they had tracked name and address through DVLA0
