(IIRC) Which Magazine has campaigned to have this outlawed - because it is pure profit-making - esp. when the reason for the "no show" is some sort of unforeseen calamity.
Its a tricky balance to strike - in my experience, the cancellation/no show is usually down to a personal choice and is nothing to do with an unforseen calamity. If the organisation didn't have T&C's covering cancellations, they would find that most/all savvy travellers would abuse the system to their advantage
