No it is'nt it says go to the network and sharing centre then wireless ad hock but there is'nt any ad hock0 -

on clicking set up a new network it says chose a network but nothing comes up
Why are you trying to set up a wireless network when you have already been told to ignore that and configure static IP addresses!
If you had actually read steps 1 to 4 in the link provided, everything that you need to know was explained in words and pictures!

That link gives you (or links you) to all the info so you really needed to explain why you had problems.
For one you did elaborate on, from the article

But I would ask why you opt to use a crossover cable? With normal plugged via your router connections (presuming you have one) connections will be made without having to play with IP addresses. The link to how to do that (again assuming you are using windows) is at the start of the article as follows

I'll assume OP has got loads of files to transfer... to get to network and sharing center type ncpa.cpl at Cortana/search... do right-mouse-click -> properties of the Ethernet adapter that you're using ... then select properties of Internet Protocol (TCP/IPv4) and then back to the instructions previously provided.
PS. how much data are you actually tansferring?0
