How to reduce rat running

The local council is in discussion on how to reduce rat running across an area of 20 roads that themselves link two main roads. So far, speed bumps and planters have been unsuccessful. Making roads access only is one idea but this would significantly increase 999 response times. Anyone faced a similar situation or can…

Yes but many of these roads were designed for horses and Carts, not for people who cannot get up in a morning and leave sufficient time for their Journey.

Instead they try and race round small country lanes with hair pin bends frustrated when they meet tractors going about their daily life.
