    I did not dodgy deal. I trusted the guy and basically I helped him with stuff. Don't get me wrong, I ve got a profit of it but it wasn't a huge amount. I just try get a help now. Thanks

    Short of sending the gentleman a strongly worded letter, casting doubt on the legitimicy of his birth, there`s not a lot you, or anyone on an internet advice forum can actually do.
    PayPal is a law unto itself, and its decision making process nearly always agrees with the buyer, when it works well it works well, but if you have a problem, thats when the trouble starts, you should have withdrawn your money, and removed your bank account and card details as a precautionary measure, hindsight is a wonderful thing, isn`t it, sorry OP, can`t offer anything else i`m afraid.

    Basically what is happening right now. 
    I haven't paid off the refunds yet because I'm still trying to resolve the issue it on my favour. But I see, It's more likely not going to be good.
    PayPal tried got refund back for €400 from me but my bank declined it twice because cards are expired.
    So right now I have a negative balance and I need pay off the refunds and still one case is under reviewing. 

    What should I do?

    I can`t really advise you what you should do, but what i can do, is tell you that PayPal never take court action in the UK to recover bad debts, they do pass them to a collection agency, usually Moorcroft, but all they can do is send you letters, so if PayPal have no way to recover the money from you, then you won`t have to pay it, and it won`t show on your credit file either.
    This applies to all PayPal debts, wether it be from Ebay, or wherever, they never take legal action, something to do with them being an American company based in luxembourg, so even if they find against you, you don`t have to pay it.

    1) You are sure that if I leave it this way and I will not pay off the negative balance. In a few years or now I won't have any problems or even more debt? Is your thesis credible?



    2) What about if I paying debts off right now with other a collection agency?
    Is this getting me in any trouble?

    3) Can I offer paypal to pay back in small installments over the next two years?

    Paypal created the debt between themselves and the person they refunded the money to.
    They cant force you to pay that.
    And that is why they do not take people to court.
    Good luck getting any judge to enforce a debt to a 3rd person who did not agree to it being created.

    If I have previously withdrawn money from paypal via xoom to a bank account that is not connected to paypal. Can paypal verify this bank account, enter it and get a refund?
