Further response sent to retail park manager, explaining the upset that the situation is causing and unsatisfactory that it cannot be resolved despite them confirming that occupant was exempt on another vehicle. Also highlighted that friends, family, colleagues would be advised not to use the retail park and letter will be sent to local MP.

This is all in relation to first PCN - RK has not raised the issue of 2nd,3rd and 4th that have since been received.

And pointing you to use the appeals process is pointless, especially if it's an IPC firm but also would be just as likely to lose at POPLA (if it's a BPA firm) as they won't consider this a valid reason to uphold an appeal.

    Which PPC?

So failing manager cancellation of PCN and the above comment - what is the next step?

No need to ask for the next step

This is all covered in the Newbies FAQ thread

    See #4 there

Ignore everything except a LBCCA or court correspondence

If/when that happens come back to the FAQ for advice on defending a court claim

They have 6 years to commence legal proceedings

    Thanks.

The bit I'm unclear on is why there's no need to do an online PPC appeal if the retail park won't cancel the PCN? The PPC are BPA registered (Anchor/Care Parking), what I have read on the Newbies thread seems to suggest getting a POPLA reference through PPC appeal if PCN not cancelled by the retail park.

Just a bit confused on that point.

Advice to be followed from the NEWBIE thread is: -
    1. Send the BLUE text template appeal as keeper which will likely be rejected with a POPLA code
    2. Use the POPLA code to appeal to POPLA

Will follow this process once final response is received from the retail park, if no cancellation.Should any mention (excluding VRN and driver name) be made of the exempt vehicle, or is this information purely used at landowner cancellation request stage?

Initial appeal send as is, with no additions, modifications or deletions, keep your powder dry for POPLA. Do not miss appeal deadlines whilst waiting for landowner cancelation.

great, thanks. The online appeal asks for a phone number for the RK - is this legitimate? Won't allow the appeal to be submitted without.

Maybe you could give them a dead number

Could do I guess. However, the appeal guidelines state:

please ensure your appeal contains the following information or we will be unable to process it:

    Your PCN Number
Your name & full postal address including postcode
    Your vehicle registration number
    The date of contravention
Any copies of evidence you have to support your appeal
Your contact telephone number & email address if relevant
