Ah, see what you mean. Clearly I don't know about that, but I was making the general point that lay-bys are there to allow motorists to stop for a short while, and not there to be taken over by revenue camera vans. It's a fair bet that if a van was in there, and it was coned off, the two facts are related.0 -

As in the van is parked in a coned off layby. You're still making assumptions.0
