    The parking co has already replied stating that they can’t search their database by name so need PCN number or car reg number.

    (This sounds ridiculous and fabricated and I’m sure the ICO would find an issue with having to provide more data (that they already have) to enact individual rights of GDPR.)

    They have also said that I can’t transfer liability through sending an email to the DPO and posted a link to their transfer form online page.

    Is this obligatory? Does my mum need to respond and if so does she need to provide the info they’ve asked for and then fill out the transfer form? Or does her previous email suffice, and if so, should she merely reiterate that she has asked for her details to be deleted and liability transferred?

    Unsure whether transfer of liability has to follow a specific process here.

    Any clarification would be greatly appreciated!

    Just do what needs to be done so they have no further room to wriggle.

    Why do you not want to furnish the PCN, VRM or complete their transfer of liability form?

    It’s not that I don’t want to do it, just wondering if it’s necessary. Is transfer of liability only able to take effect if the proper forms have been completed? Or are they just being awkward?

    Yes, but I’d rather spend the time to write this and check, as I wouldn’t rely on them to tell me only the things I needed to do as so often they are trying to catch people out. If I just did everything they asked I would be paying the fine! Apologies if I’m taking up other people’s time, I just wanted to make sure I was getting it right. I do appreciate the advice I have been given.

    I’ll just fill the forms in and see what happens then.

    If I just did everything they asked I would be paying the fine!

    These are not fines, they are private invoices for the damage the PPC alleges they suffered when, allegedly, you breached a contract they allege you had agreed with them, we call them scams. They only need to be paid if a judge so directs,
    You never know how far you can go until you go too far.

    Also- their website states that you can only transfer liability within 28 of the notice being issued. The notice was issued in 2014- so is this even feasible?

    It will be too late if you keep posting here instead of sorting it.

    Once the claim is issued she will have to defend it!

    The keeper can transfer liability to the driver at anytime until a county court claim is issued.

    As said before, the keeper only need to giver the claimant the name and address for service of the driver for that liability to be transferred.
