Google cannot prevent anyone from accessing Android updates, it is Open Source. It seems though that Google will not allow early access but once it is out there anyone can access it and modify as required so there will be a delay in them issuing the latest offering against the competition. I am sure that this is likely a storm in a teacup and all will be right in a few weeks.
