So last night a letter from ZZPS was received perusing payment of the original £100 and an additional admin charge of £60 to collect the money. The letter is in an identical format as the original LTK with what looks to be a Carbon Copy with the exception of the logo in the top corner changing from Comprehensive Management Services Ltd to ZZPS.
I am curious as to why the original appeal was greeted with an automated reply from ZZPS email if they are just the collection company not the management company and why they think an additional admin fee is required despite being in their system from day one.
They again urge that the payment is made and that it could end up in court if not.
Sytner have also replied that they are looking into how and why keeper details were given out on the 29th April to a 3rd party and wondering what can be done regarding the dates on the LTK dated a day after the enquiry to DVLA was made.
A call to the counceil revealed it is the NHS property services that own the land so will contact them this afternoon.0 -

Yeh it was just amusing that the debt collectors were the ones that originally replied to the online appeal via an automated email.
I have spoken with NHS property services and they are going to look into getting it squashed.
I have also just noticed that the address listed on the letter to keeper and now debt collector letter are not the correct address of the medical centre in question. The letters are literally copy and paste template with differing company logos. Even signed off "customer service" in the same ridiculous font and colour.0 -

That's good. Now you just need confirmation that it did actually happen (that your personal details were given to an unregulated third party without your knowledge) to round things off.
Once you have proof that the NTK to you was backdated you will be in a position to send the scammers a LBC.
What you do about the garage is another matter. Getting the PCN quashed is your primary aim here, but making people including the garage personnel aware of the scam and about the legal requirements of data protection will be a good thing.
I also think you should complain to the DVLA once you have proof of the altered date of the NTK. Whilst it was not your data that was requested, the consequences are that you have received a fraudulent NTK and you want this practice investigated.
You should also complain to your MP about this fraudulent activity as well, plus the NHS landowner and the medical practice. They have a scammer acting fraudulently on their land/contracted by them, so they are jointly responsible for the fraud.I married my cousin. I had to...I don't have a sister.

"I have been passed your details re a complaint of a Parking Charge Notice being received whilst parking in the Pinfold Gate Health Centre car park.
When we asked CMS to patrol the Pinfold Gate car park, it was originally only going to be when both clinics were open to ensure that there was sufficient space for our patients and service users to park but because of ongoing abuse of the car park at night i.e. people who had visited the nearby cinema and nearby restaurants, dropping litter and smashing glass bottles in the car park, damaging the property, we have also been notified by local contacts re concerns that people were using the car park for illegal activities, we have had issues with people sleeping in the back entrance way to the premises and leaving the area in a less than desirable state – we therefore we asked CMS to also carry out the patrols until late at night.
I need to make you make you aware that CMS have not breached the terms of the Accredited Trade Associations code of practice as the signs clearly state the car park is for Medical staff and Users only, there is no time frame on the signage saying it is a free car park once the clinics are closed. I have attached some of the pictures of the signage for you to look at including the big entrance sign.
CMS have to be a member of either the BPA or the IPC; they are members of the IPC which is also stated on the signage. The IPC audits every site that CMS have a contract with and if the site does not pass their audit (which means sending in a site plan showing where all the signs have been erected and all the pictures of the signage ) they cannot issue PCN’s. The signage quite clearly has their contact details on and the reason for allowing car park users to park there. CMS have been approved by the IPC.
I appreciate this will not be the answer you wanted but I do have a duty of care towards the patients and service users of the health premises plus the tenants of the building who pay rent for the whole of the premises including the car park.
I will however go back to CMS and ask them about the issues you have raised re the length of time it has taken to get answers from their various means of contact and see if there is a reason for this. I will advise you as soon as I have a response from them.

I have replied with some of the information above regarding the potential fraudulent activity of backdating letters and that an investigation is ongoing in that regards. The garage have not yet come up with a response, however multiple spokespersons have maintained that they would never give out details due to GDP however is being investigated. I will keep this updated.0 -

Utter codswallop you should ask this "believes all the bull he is fed Muppet" to in that case forward you the latest IPC audit.
He has contradicted himself even in that paragraph:

That is not an audit, how would a detective in a murder investigation get anywhere if the culprits just sent in their defence evidence in an envelope?
We have seen time and time again on here where PPC's send in pictures and signage to POPLA and courts of a completely different site to try to wriggle out of things.0 -

just to add , car dealers now do the v5 change by the intiweb , it is instant , does not take 3 weeks , however from memory its either upto 8pm or week days only , (cant remember)

if they have used this method (and then to tax it for you) , then you should have recieved v5 within a dew days , best I have had was 8.30 mon morn to dvla , thurs morn v5 in my hand
edit : the system DOES work sat and sun , so if the dealer used it when you bought car , v5 would have been in your name within seconds.0 -

The thing with this is that DVLA have expressly said that they have not given out my details when the details to Keeper were requested on the 29th so even if the online logbooks are instant, DVLA did not give my details. Also I have still not received the logbook which I'm sure is unrelated however am not clear what the mix up is.
Its all a generic BS reply. I have asked is there documented evidence that the misuse and damage was in-fact caused by persons parking or by passers by using it as a shortcut and am I to believe that the company monitor the carpark 24/7. This I realise is not relevant in this case as their decision to ticket out of business hours is their decision despite the practice being closed and there being unmarried access to over 120 spaces.0
