While I understand there is help to be had I was a little frustrated some of the quick to judge feedback as this is a one off in a desperate time so i apologise. There is a lot of misleading and conflicting advise so as much as I research i cannot help but be frustrated. If only there was an advice number to ring or face to face contact to be had, I have always been bad with wording written messages in the send a that it can be very much read out of context and read not as intended.
The date of the alleged offence was 27th April 2019, I had only bought the car 30mins previous. I received the notice to registered keeper on the 18th may 2019 dated 30th April 2019.
To further assist any issues......
The practise was infact closed on the Saturday in question hence me thinking that despite the policy on allowing only parking for their visitors it would be ok in a desperate need. I do not know the area for my partner to direct me anywhere to pick up in the street, all I know is that Loughborough is full of one way streets and in my moment of haste I parked in the huge rather empty car park.
As for the private land owner I am assuming this is the NHS and with my partner previously being harassed by parking attendants while pregnant and walking to the practice the receptionist advice was to ignore any ticket given as it appears the practice do not condone their methods.
Again I apologise and have tried to answer all question and am grateful for the help.0 -
Was the PCN on the windscreen a card that said This is not a PCN?
This is very important as the dates given don't add up.
For an ANPR PCN, the NTK must arrive by day 14. For a windscreen PCN the NTK must arrive between day 28 and 56.
If this was a "real" NTD then the NTK has arrived too early. If it was a Not a PCN then it has arrived too late to transfer liability to the keeper.
I have a theory but I really need to know what the NTD said.I married my cousin. I had to...I don't have a sister.

What I'm a bit puzzled about is if you purchased the car on 27/4 (dealer or private please?), I find it hard to believe that the DVLA received the V5C and updated their systems in time to service an inquiry from the PPC to enable them to issue a NtK just 3 days later.
@OP, what I'd like you to do is the following and report back on the outcome please:Email the DVLA and ask which organisations (when and for what reason) accessed the registered keeper's data from them between a range of dates which includes the date of the parking incident. You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.

This service is free of charge.
Even though you email your request, the DVLA will respond via Royal Mail.

Evening. Thanks for the reply and apologies for my previous, not my character just very frustrated by it all.
So we have racked and racked our brains to remember and hunted high and low but cannot find the actual document.
There was a card on the windscreen which read along the lines of (please don't quote) "this is notice to expect a fine"
The card was merely apiece of gloss paper not even in a yellow plastic envelope as shown when googled.
The alledged offence was 100% 27th April 2019 as it was the day I picked the car up to get the phone call on returning home to pick up from town and that's the only place I knew due to the doctors going through the pregnancy.
The "Parking Charge Notice to Registered Keeper" letter is dated 30th April which I am stumped by but didn't recieve it until 18th May (be it postal delay or other).
The letter quotes paragraphs and schedules in very passive aggressive wording.

I bought the car from main dealer on the Saturday 27th April.
I have logged into the website given and viewed the photos that have been taken by said attendant which are dated. One with no card and one with a card under the window wiper. I do not have the card still but as stated there was literally a glossy piece of a5 paper with a notice to expect a Parking fine. No yellow plastic protection just the card.

Yes, this will also help to support my theory about what happened.
I think the scammers may have contacted the DVLA who gave the dealer/previous keeper's details. The scammers then sent them a NTK but they passed on the new keeper's details (a DPA/GDPR breach I believe) and the scammers then contacted the OP but put the original date of the first NTK to the previous keeper on the new NTK to make it look like they were within PoFA timescales.

I suspect, as you do, the PPC never acquired the OP's details from the DVLA, in which case, that could be a real problem for them.However, if it was a real NTD then the NTK is too early. If it's a This is not a PCN then the NTK is too late.

I am currently writing an email to the DVLA as advised however I have not yet received the V5C logbook. I came from the dealer with the slip of transfer of owner but don't have the logbook details but will have all the details. Is this an issue?0
