            They didn't wait 28 days before applying to DVLA for keepers details and NTK was received 5 days after claimed parking infringement. Is this a breach?0

 You really need to be reading more of both post #1 of the NEWBIES thread and POFA.
 Meanwhile, send that blue text template appeal.0

            No windscreen ticket just a letter to owner with picture of car and time of alleged breach of contract etc. Sorry for all the questions but time is against me and thought someone may have experienced something similar on this forum. Just don't want to see a potential £35 notice turn into £200 if owner is taken to court. Vehicle owner has not received a parking notice before so new to this0

            there are several million of these issued every year
 any postal letter went to the KEEPER , not the owner
 the DVLA keeps a list of registered keepers, that list is used to get the details for the keeper (there is no register of owners)0

            Nine times out of ten these tickets are scams and will fail in court so complain to your MP.
 Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
 Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

 Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0

            If a vehicular keeper has printed off and examined POFA para 9 and compared it with the NTK and found no breach what would you advise next? Should a request be made to the parking company to request pictures that may help identify who was driving and to see if the driver did not use the facilities as claimed by the parking firm? The solo picture provided on the NTK just shows a parked car and nothing else. Worth a challenge or not?0

            if the PPC complied with timescales , wording etc according to POFA then they do not care about the driver and its irrelevant who was driving because under POFA the KEEPER is responsible , so the person they sent the NTK to
 if your PPC can hold the keeper as liable for the actions of the driver, then its irrelevant who the driver was, hence the KEEPER uses the blue text template appeal if the V5C is registered to them with the DVLA
 BEAVIS case put paid to any complaint about the charge being extortionate (his was £85 and the BPA CoP has been at £100 or less for over 6.5 years)
 either the keeper appeals it as keeper, or names the driver , or pays it , or risks 6 years of hassle and a possible court case , those are the options
 ideally a landowner cancellation is best0
