EuroCarParks PCN - Meadowbank Retail Park, Edinburgh

Hi,
I have received a PCN from Euro Car Parks for staying over the maximum time in the Meadowbank Retail Park, Edinburgh. I have read the newbies thread and several similar circumstance threads, including one about this very car park (from 2014)....
Is the advice given in that thread still accurate?
* The simplest way to do this is to ignore them completely. If you don't communicate with them you can't accidentally tell them.

Just to reiterate, this was in SCOTLAND.
Arrival time: 21/04/19 @ 12:30
Exit: 21/04/2019 @ 18:05
No receipts from shopping unfortunately, but possibly a cash point ATM record of withdrawing some money very early on.
PCN Notice shows number plate image above entry & exit time stamps. Car is private owned. Not leased or rented.
Charge is £70, or reduces to £40 if paid early.
Looking to know whether to ignore as per the 2014 advice, or to appeal with template letters?
Thank you

Follow the guidance offered in post #1 of the NEWBIES FAQ sticky thread.
Read the answer to this question that you'll find there:Q - ''I'm in Scotland/NI, so is the advice different?''0 -
Scotland or not, they are obviously trying to scam you so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. You never know how far you can go until you go too far.0 -
Alternate snippet found on trip advisor, again to seek confirmation if this is still accurate and the case. Do i reply/write to Euro Car Parks or no?
Thank you
"Re: Parking at Meadowbank shopping park - 7 Oct 2016
Fortunately there's no 'keeper liability' in Scotland so they'd have to capture the driver's identity *and* make a penalty charge stick in a Scottish court."
PS: I will attempt to contact the various retails in the park to complain, unless anyone knows which retailer is responsible / owns the land?
PPS: I live in England, does that makes any difference to your advice?0 -
Can anyone confirm the above?0

You'd complain saying
'' we are horrified that our visit to your retail park was besmirched by a scam parking firm sending a penalty...moan moan...please cancel it to restore our faith and remove the bad taste this has left in our mouth and is ruining our memories of what was a lovely visit to Edinburgh... etc''
See the Scotland POPLA thread - DO NOT TRY POPLA RE SCOTTISH LAND.
All explained in that thread last week.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi
I have read the newbie thread and many others on here but just wanted to give an update;
I have written letters to one or two establihsments at the retail park based along and on the advice of @Coupon-mad asking them to have the PCN recinded or cancelled.
Yet to hear back.
In the meantime I have received a second request for payment (post 28 days) and then a Debt Recovery Plus letter now requesting £130 and threatening court action! Also quoting various 'cases' where 'In november 2015 we took a motorist to court and won' - and - 'scottish motorist who ignored the charge now faced with a 24.5K bill, linking to their website debtrecoveryplus.co.uk/Scotland
I just wanted to check in with you guys that I am doing the right thing by ignoring all of this? Yes i live in England, the PCN was issued in Scotland. They dont know who the driver was but are writing to the keeper.
What happens or do i do if the retail park establishments written to will not or can not get the PCN cancelled? Continue to ignore? How long until the letters stop and are we sure there is no chance of being taken to court over this and losing?
I have not responded to Euro Car Parks or DRP Ltd as instructed via these forums. Am i still to continue ignoring?
Thank you in advance
ps: if the original PCN letter was received more than 30 days after the 'parking charge date' is it still valid?0 -
They have 6 years in England, 5 in Scotland to start legal proceedings
But keep on ignoring the debt collectors
See #4 in the FAQ for advice on ignoring debt collectors0
