Not that odd in a new build - the builders put them in and run the cables, but are too thick to punch the wires down.
It still doesn't solve the problem that the pair at the flat end might not be the same pair at the distribution box end - and the Openreach engineer will need access to the apartment to check that.A kind word lasts a minute, a skelped erse is sair for a day.0 -

Yes. Openreach supply sockets, ducts, manholes and other stuff to builders to complete the local network to Openreach standards.

Builders can even install fibre ONTs. They earn £40 each one. This means that Openreach don't need internal access to the property and it should all be ready to be turned on when the new owner orders FTTP.
