    I'm not sure the template letter really addresses this
    It doesn't matter. Like I said, put ANYTHING at all, without naming the driver.

    I hate templates.

    The only reason I produced one was in frustration at the utter rubbish sooo many people type, if left to their own devices, but you sound as if you are on the ball!

    Got a decline from PCM to the appeal, stating the car was not in a marked bay.

    appeal online, just to set the scene knowing it will be refused.

    OK but keep everything for six years just in case. 

    And if they have an old address for you as well as a new one already, email the DPO to insist that they ERASE the old address from their database because 'not hearing anything' is not a good thing if a PPC holds two addresses and has chosen to stealthily issue a court claim to the old address, knowing they will credit clamp you when you discover it too late.
