Hmmm that must have come from a thread a few years old.
There is no Annex A of the Practice Direction any more, there is a 2017 pre-action protocol for Debt Claims which has the rule that says a LBC must give 30 days.
Your priority is sending a SAR to the parking firm's Data Protection Officer by email to get all their photos, data and all letters sent, so you are not in the dark when the real LBC arrives.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Enlist the support of your MP as they are obviously trying to scam you.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

I have been through the links specified above before (this is how I found the out dated robust response letter) Allot of the information Detailed is from 2013.
BWLegal is trading as a Law firm and also managed and regulated by the SRA (No:569773) Hence my question, as they do not appear the "run of the mill" deb collection agency. That coupled with the fact they are posting 12,000>28,000 Small claims cases monthly, natural I was more concerned. Reading through the forums the information I have been reading states that ignorance is not look upon favourably should a court case be posted.
I assume they have purchased a lump of Debt from TPS and I had a notice in there (somewhere). I am attempting to cover all bases as many posters above have already mentioned.
Just so I am absolutely clear, Ignoring the chain letters is still the correct response against BwLegal. and defending myself after letter one is not advised? (as after using the search bar for BW Legal I was unable to find any posts relating to them or how they operate)0 -
Have you received a Letter of Claim (sometimes called LOC/LBA/LBCA/LBCC), which gives you 30 days to respond, includes the PPC's POC with all evidence they are going to rely upon and often includes financial forms (which you don't fill in)? If so, post # 2 of the NEWBIES is your destination. If not, send the SAR, do your research into defences and wait for the LOC and formal court papers.0

You told us yourself in your opening post that the letter is not a Letter of Claim - it only gives you 16 days to respond.
Therefore, it is a debt collectors letter. Ignore it.
Post again if/when you do receive a Letter of Claim or official court correspondence and you still need help - having first read post #2 of the NEWBIES thread of course.

Im so painfully confused now!
The forums is a treasure trove of information but now there is a vast number of posts that contradict themselves. Ive got letter templates and read up on plausible defences. Untill the info comes through I am in the dark on how to complete this.
To clarify...
Yes the reg belongs to A vehicle I use to own.
Ive never received a PCN (at-least I do not remember one)
Ive had no contact until Last week (4 years after the alleged event)
It is not a LBC, its a Generic "you didn't challenge within 28 days so now its with our legal team
After some research the parking area ive received a fine for is free parking? (up to 90 minuets)
Apparently I overstayed on the 15th of July 2015.
Ive submitted a SAR to TPS, as advised.
Ive done nothing with BWLegal.
Assumption:
This is a first letter, wait until the LBC come's in, as they should supply me all their "evidence" then use one of the template letters found here and basically state "stop harassing, refer to clients as I dispute the debt"
Then contact TPS stating I dispute, Use POPLA to arbitrate, point out if they dont defer they cannot claim expenses, and are only able to claim the original amount (£90)
Have i got this correct?
