No, in law it most certainly is not. Compare that to the POFA para 8(2)f if it was a windscreen PCN first, or 9(2)f if no windscreen PCN.

I am just looking at POFA Paragraph 9 (2) - is their statement of "after 29 days from the date given" the wrong bit? Is it meant to be 28 days as said in Paragraph 9 (2) f)'warn the keeper that if, after the period of 28 days beginning with the day after that on which the notice is given'?

I've just noticed that as well as their quote about '29 days from the date given' (in smaller print on the PCN), they have in LARGE writing above it:
    "PARKING CHARGE AMOUNT DUE: £80

Payment to be made within 28 days of date issued.
This parking charge is discounted to £35 if paid within 14 days of the date issued"

(each of the above sentences gets a little bit smaller).

It looks like they are contradicting themselves then? Saying within 28 days in their bold, big font at the start & then saying "You are warned that, if after 29 (twenty nine) days from the date given (which is presumed to be the 2nd working day after the date issued"

    Or am I mistaken?

    And the POFA says:
warn the keeper that if, after the period of 28 days beginning with the day after that on which the notice is given

In fact, on reflection, I seem to recall POPLA think that is compliant.
So the POFA is not likely to be useful to you after all.
I just sent the standard Blue template from the newbie thread to their email address and deleted the lines that didn't apply.
I hope that was the right thing to do?
    Yep.

    :)
I'm assuming then that SR Security will simply reply with a POPLA code? Should I then:

    1) Signage - Complain about position and amount of info and sizes of fonts on their signs & Send photos of their signs?

    2) Landowner Authority - No evidence of Landowner Authority - the operator is put to strict proof of full compliance with the BPA Code of Practice (I am not sure what this should look like on their signs / PCN?)
Yes and templates for this wording are in post #3 of the NEWBIES thread about how to appeal to POPLA.

The second POPLA point you've quoted is a standalone point of appeal about a matter of fact - no landowner authority - and has nothing to do with signs or the PCN!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
