Ok couple of things
1) If you were not told of change of landlord you would still be liable for the rent as per the contract so feel free to pay it to old landlord
2) Even if and it is a big if they were fined the money does not go to you anyway!0 -

I know that, I was just hoping if i kicken up enough of a fuss they'd back down and not charge me, in the fear they'd be charged
They won't be charged simply on the basis that you say you never received it. The local authority will likely take one look at the circumstances and forget about it.0 -
Are you prepared to go to court and swear that you didn’t receive the notice? And didn’t deliberately prevent your details being passed over to the new agents?
I’m starting to suspect that you tore it up.0 -

Is this for real.... ??
Seriously, if you want to get ahead in life, shafting people isn't the way forward at all and it will bite you up the rear later on.
Pay what you owe or keep it set aside until you have all the relevant details and move on in June ...this is the decent , right and proper thing to do as you well know0 -
Another way to look at it is that if the contract is not valid, the landlord could have asked you to clear off at any time.
Read the contract, it is telling you you have a contract with the landlord (person named) to rent a specific address. By your logic if your bank is sold / taken over by another bank then do they have to give you any money that's in your account (because you haven't signed an agreement with them) or do they have to honour any overdraft agreements you have because they didn't sign the agreement with you?
The laws off this land are carefully written to accommodate such scenarios. You can fight them but it would cost a lot if you loose.May you find your sister soon Helli.
