Euro Car Parks define parking

the keeper waited in the Car Park for friend as the keeper was lost, the keeper did not leave the car at all to eat at the Harvester for the ticket. the keeper emailed and stated:

In the Oxford Dictionary parking is defined by thus:

bring (a vehicle that one is driving) to a halt and leave it temporarily, typically in a car park or by the side of the road.

the keeper DID NOT leave my car temporarily if you would like to review said CCTV footage, the keeper was in the car the entirety waiting on a rather delayed companion to rescue me.



They then said :mad:

I can confirm the PCN was issued correctly



The vehicle was not authorised to use the car park



I would suggest that you follow the appeals procedure

Signage on entrance and throughout the car park is quite clear in its intent

    Other parking definitions are available. Unfortunately the OED does not define parking in accordance with legal definitions. This has since been defined by the judge in the Jopson vs Homeguard case.

    Staying in the car, engine running or not, is still parking. Driving around looking for a space, or attending to a small vicissitude such as changing a wheel, or reading the signs is not parking.

    Unfortunately it appears you gave away the driver's identity in your ill informed appeal.

    Please confirm the precise name of the PPC as there are several with similar names. The advice we give you will depend on the ATA that the PPC belongs to.

    If it is Euro Car Parks Limited, you should have received a PoPLA code. If that is the case then appeal using all the points available to you from post 3 of the NEWBIES.

    If you used the facilities on site, then make a complaint to the landowner.

    That is ludicrous, and in regards to no CCTV even more absurd.

    I had to email back with a bankruptcy to my name and a single parent, the final notification letter was to much of a threat.

    I don't understand what PPC or ATA is but it is M&B Harvester The Forrest Bromsgrove, time observed 18:08 issue time 19:06.

    Acronyms used here are explained in the FAQ


    If you come across an acronym not explained in the FAQ then google for it


    Throughout here you are advised never to reveal who was driving


    You need to edit your OP to remove details of who was driving


    Use the advanced edit function to change your thread title


    The PPCs monitor this forum and can use posts in your thread against you

    The lack of CCTV is irrelevant. In any case it would have proved that the car was parked for an hour.

    Please thoroughly read the relevant parts of the NEWBIES. Common parking acronyms and abbreviations are shown in post 5. Write them out or print them off for reference.

  • ATA = Accredited Trade Association (like the BPA or IPC, that means AOS members can get your DVLA data). I don't know the answer to this or what BPA or IPC are

    PPC = our forum shorthand only, for 'private parking company'.

  • There seems to be an appeal page on there website
  • CCTV = live footage that is being watched/recorded

    ANPR (automatic number plate reader) a camera that takes single photos of a NUMBER PLATE on entry/exit , sends them to a computer that checks difference in time stamps

    they told no lies as CCTV was not being used

    but you have appealed , have they issued a POPLa code , so that you can use the independent appeal system

    Did you get a PoPLA code with your rejection? I'm struggling to work out whether you appealed and gave away the driver's identity.

    I'm also unclear about what happened.

    Did an occupant of the car use the facilities on site?

    What was the reason for being given the PCN?

    No I never left the vehicle to use the facilities I pulled up some where safe to wait for a friend.

    I have been given no Popla code the email above is the email they have responded.

    It simply states your vehicle was not authorised to park ( I didn't even get out the car )

    I don't know how to appeal or move forward.
