    I don't think anyone is arguing that it's reasonable because we've all got £100 in spare change, more that £100 seems like it's a realistic cost of the council providing the service. If my car were towed away and had to be recovered from the car pound then I'd be paying a minimum of £180 to get it back, and they're not even going to feed or water my car.

    I don't think it's realistic for this sort of charge to be means-tested, so if impoverished pet-owners have difficulties affording it then that needs to be dealt with in some other way

    They are, but if you are idiots like the previous owners of my house then you have to resort to other means. Since a letter to me did not help (I did check online and they did have it back by the time I got the letter though).

    Guessing the previous owners of Carrots home moved and did not update the chip, rendering it pretty useless.

    Dogs are responsibilities, not rights. If you are complaining about how much it costs to get it back I suggest you make you garden more difficult for your dog to escape.
