PCN - in Scotland, not registered keeper

Partner got a PCN from ncp in Scotland. Do we need to pay it.Owner and keeper is my partner, but he wasn't driving. Advice seems to be to ignore as in Scotland keeper isn't obliged to say who was driving?? Any advice welcome.

    stop clouding the issue , your HUSBAND got the ticket , and you have just admitted on a forum read by the parking Cos thjat you admit to driving

    It was left on the windshield of the car? The keeper of the car was not driving. Sorry if I wasn't clear. I've read the newbies post thank you, and am still not clear what advice I should be taking from it.

    The parking companies trawl this forum just waiting for people to trip themselves up and can try and use your posts against you.

    At this precise moment, they don't know who you are.

    But you only have to make one more slip, e.g. post your vehicle's reg no in a draft appeal, or leave a PCN number unredacted when you show us a letter, and the pieces of the jigsaw can be put together.

    Of course you are free to ignore any of the guidance you are freely given - your choice.

    Good luck with whatever you decide.

    But none has told me the correct formula to follow, just called me a list and directed me to the newbie post which doesn't answer my question. I'm not daft, I'm not going to post identifiable information. Really surprised at the replies. Thanks for the help?

    The NEWBIES tells you precisely what to do if the keeper lives in Scotland.

    We see every day people who post information that can be used to identify a driver. Just because you haven't worked out how they do it doesn't mean it doesn't happen.
    It's not a case of saying, my name is Joe Bloggs and I was driving. The scammers already have or can get information about the keeper. All it takes is an innocent comment or two on here and the scammers can link a post/thread to a keeper and then to a driver.

    Post 3 needs to be edited to remove the information about the driver.
    I married my cousin. I had to...
    I don't have a sister. :D

    A - IF THE EVENT TOOK PLACE IN SCOTLAND OR NI, WE SUGGEST YOU DO (ALWAYS!) COMPLAIN TO STORE MANAGEMENT IF YOUR PCN IS FROM A RETAIL PARK, BUT DO NOT APPEAL, UNLESS YOUR CAR IS A COMPANY/HIRE/LEASED VEHICLE, IN WHICH CASE, APPEAL AS HIRER/LESSEE (SEE * AT THE FOOT OF THIS POST).

    IN SCOTLAND/NI, CERTAINLY COMPLAIN TO THE RETAILERS, BUT IGNORE THE PARKING FIRM UNLESS YOU GET A CLAIM.

    IN SCOTLAND THIS IS EXCEEDINGLY RARE, AND DEFENDABLE BY A KEEPER, WHO CURRENTLY HAS A FAR MORE PROTECTED POSITION IN LAW THAN AN ADMITTED DRIVER.

    WHEN IGNORING IN SCOTLAND/NI, KEEP ALL LETTERS. DO NOT THROW THEM AWAY, FOR 5 YEARS.
