Appeal to any IPC member, like DE, is fruitless, just an exercise that looks better than ignoring it.

Hence why you need the other angle. Do that first.

DO NOT WAIT, ENSURE THE KEEPER DOES THE COUNCIL COMPLAINT NOW.

Are you clear on what the actual issue of complaint is?

SPECIFICALLY about the issues covered in the LGO Kent decision being just like this and telling the Council you WILL report them to the LGO.

The complaints (and pointless 'appeal' to DE) must come from the keeper, your wife.
