As it is an Android phone, just turn DATA off from the settings (may be labelled as "Mobile Data"). It will still work on WiFi but will not use any data when it loses the WiFi signal.

Thanks , I usually do that but the phone has a habit of switching it on without me doing so

Well that's not good. From reading the reviews for your phone, it doesn't get many good ones.
If it has a mind of its own then the only option is to get a new phone from a different manufacturer. The default settings like no data should stay set unless the manufacturer is playing stupid which it sounds like it is.

Sorry I couldn't offer any other solutions.

Does your phone offer WiFi+ or something similar?
