    2nd call. I was transferred three times and eventually was refused again. But was told that she will escalate and someone will call back.
    Waited for over 3 hours but no one called.
    3rd call. After getting transferred around many times, a supervisor asked me for details of the last call made. He said that it is important that I give this information so as to identify myself.
    I found it in the call log. After a long wait, he told me that he can not find it on his screen!
    I requested him to ask me some other security question same as banks and credit card companies do.
    Was told that 'Three' does not do that!

    The number has to be live for a PAC to be issued or work, that’s the way the system works, and would apply to all networks.

    You can learn from the incident not to leave your new sim unused for >6 months in the future.

    By the way, an early warning was certainly given, it’s on page 1 of the T&C’s for Three PAYG.
    If within a 6 month period you have not (i) activated a Pay As You Go Voucher on your account or (ii) made any chargeable events or activities (for example, made telephone calls, sent text or photo messages, accessed content or the internet or any other Three Services for which a charge is made), we may also suspend our Services or disconnect you.

    Why would you give 'many people' an 'emergency use' only phone number?

    As above posts point out, it was entirely your fault. The number (and credit) has gone, move on.

    IIRC, some networks offer some grace period after the disconnection/suspension during which the number can be reconnected.

    This is true, my wifes PAYG phone got cut off a few years back on Orange (she barely ever uses it). We popped into an Orange shop and they reinstated it along with the credit, couldn't tell you how long it had been cut off though.

    Not sure why you quoted me, I didn’t even touch on the grace periods, as they are usually quite variable and it would take far too much time to research each one individually as to whether it was offered and for how long per network and MVNO.

    The gist of my post related more to the fact that all networks require a live number to issue a PAC.

    This is true, my wifes PAYG phone got cut off a few years back on Orange (she barely ever uses it). We popped into an Orange shop and they reinstated it along with the credit, couldn't tell you how long it had been cut off though.

    Likewise for a second emergency mobile on O2 - this was a while back though.
    I'd messed up my diary dates to make the 6 monthly call. O2 reconnected it and gave me the credit back I think it was a few weeks or so beyond the cut off date. At the time I was surprised how quickly after the 6 month date they had ceased it.

    It often happens with 'newbies', but I would have thought someone with nearly 700 posts would have been more tolerant.
