UKPC debt collectors but no appeal denied

Hi I received a ticket for Parking in a permit only car park at the rear of a shop in December 2018. I appealed as I was only there to collect a table, which although not huge was too awkward to carry as I was injured and I had the shop owners permission as he had to bring out the table to the car.
I had been involved in a car accident in September and torn the ligaments in my right shoulder meaning I could not carry the table to the nearest free car park
The appeal said
I was there for a short period
Many people park there for short periods to load and unload not just this shop but also a charity shop.
I had the shop lease owners permission
I had a injured shoulder (I have hospital and gp proof of this)
I was there for less than 10 mins or so whilst I entered the shop and got the shop keeper to bring out the table. I did have to wait for him to finish serving a customer not sure if exact time as I was not expecting an issue with doing so. Email from shopkeeper supporting this was also forwarded.
I never got a response from this but now have received a debt collection letter saying unless I pay £160 by Wednesday, that’s 2 days from now! I will be taken to court by ukpc.
I thought I was supposed to get a response to my appeal and be given the chance to go to popla from what I have read .
I have never received this or any other communication from ukpc. What can I do I am scared I will be taken to court and am having a large increase in monies demanded.
Can they do this, what can I do?

Yes I received an email confirming my original appeal and evidence on 21st Jan No communication of any kind has been received email phone or letter from ukpc. The email sent by ukpc is a no reply email so I can’t even respond to that......only the debt collectors letter, I have a phone number for ukpc should I call them and complain?0

I have had no response to my appeal. They have not refused it yet. (I wrote denied) sorry if I have used the wrong term.
After making my appeal I received email response saying they had recieved my appeal and that it was on hold.
No further communication of any kind after the ukpc email. Now I have a debt collection letter demanding a additional £100.
Can they do this?

I really don’t want to be taken to court
The charge is completely against what I was told by the shop owner and ridiculous in light of how long I was there. I was also injured and had good reason to be requesting to load outside the shop, not unreasonable at least0 -
If its on hold then they should not be chasing anything.
Plenty of threads about them. Google parking prankster blog. Unless its updated they will be the top story from last year.

I’m not a lawyer by any means, can I win an appeal based on my stated reasons?
I know these people work by scaring you of greater debt but it’s working0 -

Thankyou, sorry for not understanding.
As I don’t have time though I assume I will be taken to court as that is what the letter says.
This is most scary and I have not slept well worrying about this.
Should I write also to ukpc stating that I never received the Popla code? Wouldn’t they then give me one?0 -
I am also worried this is all for nothing as reading the newbie stuff I appear not to have any legal grounds only moral ones.��
1. the car park was permit only as the shop keeper told me but also told me it was ok to stop there to allow him to load my table , saying people do it all the time.
2. I did not see any signage as I left my car and entered the shop to get him and he did finish in th shop first loading my table.
3. I have no evidence that I was there less than this grace period of 10 mins
4. I believe the grace period only applies if you are trying to read the signs and don’t do anything else
4. My disability at the time meaning I could not carry the table (with proof) does not appear to matter?
My point being that if they take me to court, reading the posts. It looks like I will loose as Legally it does not look good.0
