I believe PE have ''Anti Nasty Person Recording'' cameras in this area, unless of course the school are using the CCTV cameras they have installed on the front of the pub they converted into a school canteen, but as there is no CCTV notices up, these may just be dummies ...
The school have tried many times, to many people, to come up with new ways of passing the buck, putting all the blame on PE and trying to convince everyone they say it to, that they make nothing from the fines and have no say in what PE does..
A quote found on one of the other PE links on MSE is perfect for and a slightly adapted version has been used many times to describe what locals thinks of the schools comments
‘'The school may not be able to control their poodle, but they are responsible for its actions’'
school "spokesperson(s) be they staff or parents of pupil there, definitely speak with forked words and words that all sound very similar both in content and spelling mistakes (not that I'm implying any use of copy paste or this is what you must say instructions from the powers that be)
The school, when they initially took over the land, had collapsible posts installed and these worked in terms of stopping people using the staff parking spaces, but people were apparently constantly driving into them and damaging them (the school blames others users doing this, not staff members???) so they were taken out again.
And they can't apparently restrict access as there is a public right of way through the car parking area (some of the bays previously belonged to Slough Borough Council and formed part of the car park that fills the rest of the shopping area and many residents who remember these ones being part of the main car park with 30 minute free parking, have been caught out by the schools cleverly worded, sized and positioned signs, that now cover this area.0 -
it may be worth checking with local council if the spaces being used by school actually BELONG to the school , as they could very well be under coucil control (TRO) , get map from counsil0

Believe me, what P/Eye do has NOTHING to do with security/people on foot.
They harvest numberplates, that's ALL they do. Then they sue people.

All PE clients have a USER MANUAL and the right to cancel any PCNs, any at all, with ONE email.and have no say in what PE does..

Its the upper school in the centre of Langley, though the parking area is on the other side of the road. They purchased the old Harrow Hall pub and converted it into the school canteen and transport the 400 pupils the couple of hundred metres from the school to the canteen via mini bus every lunchtime
I can't post the link to google maps being a newbie, but if you tap in Harrow Hall, Langley or The harrow, 290 high street, langley, it'll take you to the right area. Though the images appear to be from before they brought PE into the equation.
The area to the right, was alway private parking for the pub, but the bays directly in front of and opposite Reds cafe and Domino's were originally part of the Harrow Market car park which is run by Slough Council.
My particular ticket I'm appealing as I only pulled into the area due to a slight flare up of a long term medical condition and this totally empty area was the first place I spotted that I could pull into and wait for it to pass. I wasn't even in any of the parking bays, it was well outside school hours (19.32hrs to be exact) and I was gone within 14 minutes.
Though I'm loathed to go into what my medical condition is with the anonymous individuals at PE.
I'm also trying to find out if their signage if fully compliant, especially with regards to bits like the part that says ''if you can't pay by mobile use a ticket machine'' as PE and the school don't have any ticket machines, but there just happens to be one for the other part of the car park, that is clearly visible 10 metres away and lots of people have used this in the belief they were complying with the ''contract'' only to then receive a £100 ticket ..
Plus, though struggling where to get more information as nothing came up on the land registry file, trying to find out what section is the Byway open to all Traffic and if they can issue tickets to vehicles that are on this? As a couple of other people have stated they were just driving through from the main car park area, but got held up within the ''Private Land'' area due to heavy traffic on the main road and other vehicles leaving in front of them and got a ticket0 -

The anti nasty person recording was just a proverbial taking on the schools comment about bringing in PE to control verbal abuse to staff ... and still waiting to see if the school acknowledges what and who is being recorded by their additional CCTV cameras (but thats a different story)
And any money they make and lack of control over PE are to be honest just side bars that are being collected, to put with other information, that could be used to get improvements to the signage, usage, access and control of the area outside of school hours.
For me, it has taken months for PE to acknowledge me as the driver, to stop harassing the owner for payment and to re-issue the PCN, so that I can start my appeal, though as it's gone to a Poste Restante address, without the requested email notification that I have been acknowledged as the driver and the amended documents sent out, it was already passed the PE appeal timescale by the time I picked them up
And I'd already approached the school management and its chair of governors to ask both casually and as a formal request, if, because of the medical reason for my pulling into the area, they would be willing to cancel my ticket, both of which were met with the reply of ''we cannot over ride the decisions of PE or cancel any tickets they have issued''
What would be recommended as the next best course of action??0 -
Despite the misinformation that has been put out, if the school have taken on PE the school will be jointly and severally liable for the actions of its agents.
This would mean that if there is any breach of the GDPR ( regulations) such as so called Double dips ( common with ANPR set ups) then the school could be liable.
Misuse of data could also be leveled at any case where someone driving through the access land/premises beyond the car park to which an easement may exists would fall victim to the parking company for example.
If this is a private school, then theres a good chance it will be some sort of charity/charitable trust - Some private schools have stretched their charitable status to the limit while at the same time using their charitable status to help with profits.
Then there is the planning consent and advertising consent, the cameras and signs will need planning permission, the content of the signs advertising consent. and all the above is just for starters, plenty to go at and make the School think againFrom the Plain Language Commission:
