one left to do to the dvla
Dear sir / madam
I have recently received communication from Britannia Parking in relation to five parking charge notices (PCN’s) .
I would be very grateful if you can confirm in writing the dates of access to my data for the 5 Parking Charge Notices listed below :-
PCN Tickets
1) PCN No xxxxx Date of PCN - 20/12/2016
2) PCN No xxxxx Date of PCN - 20/12/2016
3) PCN No xxxxxx Date of PCN - 13/01/2018

Great - and if the DVLA say you need to fill in a form or pay a fee, email them back and correct them - you are the keeper, not someone asking for data access.I had put in the original draft the Waitrose loyalty card number but when the RK read it they were a nervous about that but I felt it better to have it in so I have added it now to the final email.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So I just had a very funny live chat with a lovely chap called Robert F at the DVLA because I searched for over 15 minutes to try to find an email address to request the dates they had released the dates of access to my data for the 5 PCN's.
in the end I gave up and went on their live chat as if I was the RK. - and guess what - you cant send them an email and it could take 4 weeks to get a response.
It was so funny I thought I would copy the chat transcript here to give everyone a Friday afternoon chuckle

Robert F (4:42:26 PM):We don't have an email address sorry. You'll need to send the following documents to Vehicle Record Enquiries, DVLA, Swansea, SA99 1AJ:
- the relevant V888 form
- copy of a utility bill or bank/building society statement from the last 3 months as proof of address
- the relevant fee by cheque/postal order to 'DVLA Swansea'.
Please fully read the guidance notes on the V888 before sending your application.
You'll receive a reply within 4 weeks.

the info by Robert F is correct , if you want info for a vehicle NOT belonging to you , in fact the parking co s use v888/3 (buisness) for dame request
however the info you want is about YOUR CAR AND YOU and since legislation changes , this is close to a SAR
you have already been given the email address , if not look for it in the newbies thread0 -

the regulars on here have been doing this daily for many years, a lot between 5 and 10 years or more
trust us when we say , we know more about this than some random chatbot or person at the DVLA
Umkomaas has posted that DVLA information dozens or hundreds of times , where he tells people the email goes in and the reply is always posted out within about 4 weeks to the RK0 -
T1, T2 and T5 are definitely not compliant based purely on dates, no need to look for any other discrepancies on those.
T3 and T4 are a close call based solely on dates. On dates alone it will depend on when your data was accessed from the DVLA.
If windscreen tickets were involved, they have no right to access your data until after day 28 following the parking event. So if they did this at the very earliest legitimate time, getting the NtKs out to you by the dates you have given would take some feat of near magic.
If they are using ANPR (or more likely a handheld camera) they can access the database immediately but then have to issue the NtK to arrive with you within 14 days after the parking event (count the day of the event as day 0, then work forward). In which case, on dates alone, the NtKs are not PoFA compliant.
So in order to ‘bottom’ this (for all tickets) you should email the DVLA and ask which organisations (when and for what reason) accessed the registered keeper's data from them between a range of dates which includes the dates of the parking incidents. You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.

Outside of PoFA time limits there is also a time limit for data access of 6 months built into the DVLA:PPC contract (KADOE) which might have been breached in T1, T2 and T5 given the huge time gaps between parking events and NtKs.
You can make life very uncomfortable for Britannia as long as you have clear focus and not allow all the detail that’s flying around here at the moment deflect you from what can carve a clear path through.
