If this were me I'd have it as point #1, before the grace periods point.
You want the Assessor to see straight away a point telling him/her that this was 4 drives 'in and out and round/in again' and 4 PCNs all with the same times on them, so clearly there's a fault with the system caused by the multiple entries.
Can you also remove the awful intro that has split infinitives 'I the registered keeper'!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
