Does the letter actually state 'Letter Before Claim'? It sounds like the letter that they send out after the appeals process and before they pass the claim to the collection agents.

100% sure. The one that said the extra debt fees was titled DEMAND FOR PAYMENT. Then a letter titled FINAL DEMAND. Then latest was LETTER BEFORE CLAIM.
But nothing from the companies you mentioned.

That is not their usual modus operandi. It's possible that in the light of the new Private Members Bill that will translate into a new Code of Practice that they are speeding up the process. You can still query the £60.00 though as they have not appeared to use a debt collection agent.

I'm not trying to jump on someone else's thread but just to add that VCS seem to be doing this now as my recent Letter before Claim from them gives identical charges and follows the same format to this from Excel.

@Claire So you did not receive any letters from debt collection agents such as Debt Recovery Plus (DRP) or Zenith?. Have all communications been from Excel? What sort of timescale on this then from parking incident to LBC?

I have posted on Beamerguy's thread about DRP and Zenith with regard to the posts above.

This is what fisherjim has said in response to my post on Beamerguy's thread.

'It's what Parking Eye tried when their procedure wasn't likely to win in court.

But instead of getting a possible easy £100 they hope to get £160 instead of letting an external scammer get it.

But it's a total bent scam and circumvents the maximum charge they can get adhering to the parking clubs COP, they just hope victims will fold, they won't get it added on in court for a few extra letters sent.'

In my opinion and I am no expert Excel will struggle unless they can actually provide evidence that you did not attempt to buy a ticket.

As fisherjim says they will struggle to extract another £60.00 for a couple of standard letters.

  • Thanks. Hopefully that's what they're doing here.

In response to Snakes Belly's post no.46 my thread is under "PCN for showing expired Blue Badge in error" and the date of the event was 20/7/18. Since then all correspondence has been from Vehicle Control Services, although I also had an email rejecting my appeal from Excel.

I have so far received nothing from a debt collection agent just a Final Demand from VCS 19/2/18 and a Letter Before Claim from VCS 20/3/19 for £160 saying it includes a debt collection charge of £60.

    Hope this helps.
