    It already is.

Going on the VED = 12p/litre calculation, duty on fuel is around 5x as much (6.5x as much if you include VAT).

yeah I know, I meant any extra tax should be on fuel

I'm also not convinced that a vehicle is capable of zero CO2. The CO2 is merely displaced to a power station most of the time or a renewable energy source some of the time.

    Which renewable sources emit CO2?

If this is to be believed:
    https://www.telegraph.co.uk/news/earth/energy/windpower/9889882/Wind-farms-will-create-more-carbon-dioxide-say-scientists.html
An awful lot of onshore wind turbines.
Okay, they don't emit it directly but they are still responsible for the release of it.

You also have to account for the CO2 produced in the manufacture of the renewable energy generators whether they are solar panels or wind/water turbines and again the energy used to decommission and recycle or dispose of them at the end of their useful life.

But those emissions are unrelated to the quantity of electricity generated, i.e. they would occur even if the turbines were never switched on. They can't be attributed to the end user of the electricity.

Wood, bio-diesel, bio-ethanol would be good examples, renewable sources can be replaced/won't run out in human lifetime.

SORN is one of those exemptions

Assuming the "£220/year" car was CO2 taxed, rather than being pre-CO2 taxed (now £265 for 1550cc+), then the answer is simple. The newer car emits much less CO2 on the official test cycle.

    Band H, £235/year, is 166-175g/km.
    Band C, £30/year, is 111-120g/km.

A SORN alone is not an exemption though. It needs to be SORN and not being used or kept on a public road.

I'm just saying in a roundabout way, it is road tax.

SORN is an exemption, but if the vehicle was used or kept on a public road, the SORN would not be valid. The requirement is that a registered vehicle, unless exempt, is required to be licensed (wherever it is) - s.29, Vehicles Excise & Registration Act 1994.

I would've thought it was clear I had read it given what I said in the post you've quoted and in particular, the word I chose to emphasise.

I would however point out what SORN stands for. They presume you will be using the roads with a registered vehicle unless you tell them specifically otherwise - by serving them with a formal notification mandated by law, that you will not be using the roads.

    Ah, that ol' greenwash rubbish.

We've already discussed this Adrian. I did use the word 'gross'.

Only if you do the same for building and disposing of coal, oil, gas, nuclear power plants of course.
