My aim really was to try and get a verification number so I can appeal with POPLA
If that's the aim, then don't bother to contact them except email the DPO of Indigo (SABA) for a SAR. You may as well get sent all the letters/photos & data held, as you are in the dark.
You cannot have POPLA.
I will be doing an edit of the NEWBIES thread in April in the Easter holidays and (unless any regulars object in numbers and have a better plan) the Indigo advice will change to IGNORE THEM if it's a railway penalty.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A big thanks to all who have commented on this thread - as you can tell, I'm not particularly well-versed in this, so your help has been greatly appreciated.
As you say, I'll get the SAR into Saba, continue dialogue with BPA, ignore ZZPS, and wait out the 6 months.

By way of an update, yesterday I received a penalty notice from PCN Admin Centre (dated 28th March - i.e. after the debt collection notice I first received which was dated 25th March...). This letter gives me the option to now just pay £60 or enter into the appeal process - do you think it's worth me entering the appeal process, or should I just ignore this?
The letter makes the threat "In the event that this remains unpaid, then our Client may pursue you through the Magistrates Court by way of a private criminal prosecution. This can result in a fine not exceeding level 3 on the standard scale, set out in section 37 of the Criminal Justice Act 1982, currently £1000" - it's ridiculous they can make such claims if they are actually not able to pursue this legally.
I have also been speaking with BPA who have requested a copy of all correspondence to determine if it is necessary to investigate further, so I'm hoping they look into this0 -

I have been talking with BPA and have just had a message to say that they have "opened an investigation in relation to your complaint and have approached Saba Park Solutions for their comments. I suggest if you plan on appealing your charge that you carry on with this process – after looking at both letters it appears that the debt collection letter was sent in error. I will of course update you once I have further clarification from Saba."
It seems that they are encouraging entering into the appeal now that I have (finally) received the NTK - would you still advise against starting an appeal?0
