I am afraid that councils aren't necessarily joined up about records and it's quite possible for folks to have things sent to different addresses anyway. I think they will say you should have informed them as you were in the middle of an appeal. I am not sure about the "return to sender" point. I can see it but, I guess, we'd all do it for parking tickets (and a lot of other things!) if we knew it would stop further action. And your mum did know where you were. It's a bit different to an unknown previous occupant when the current occupier wouldn't know their new address
I think you have a good case (possibly your strongest point) about the bailiff letter not being in an envelope. Afaik they have to do this. Definitely something to push and complain about -

I'd be on at Bristol City Council about the actions of their bailiffs (if it is their bailiffs) - whether it will get the money back is another issue.
