Bailiff trouble

Hi,
Nearly 2 years ago I had a number of parking tickets for parking at the same place whereby the double yellow lines had faded away and could not be seen in the rain. I appealed these and had email confirmation and that was the last of it as far as I was aware.
I have since moved address but some correspondence still goes to my mothers address. I have asked her to just return to sender any mail as the amount of stuff she was forwarding was getting absurd and the majority of it was junk.
Today a bailiff put some sort of letter through her door without an envelope so she was able to read it, and being elderly (over 70) and not too with it these days she was so scared by what it said that she paid the amount of £1500+ on her credit card without even speaking to me. She then dropped me a text to call her as it was urgent as bailiffs were after me.
What can I do in this scenario? Surely the council should have emailed me if the postal letters were being returned? Can she do a chargeback for fraud or anything with her credit card company so I can pursue this myself? Can I complain to the council or bailiff company? This seems absurd that they can take a payment from a scared elderly lady without even speaking to me first...surely GDPR is an issue in that they have disclosed my personal data to someone without my permission to do so?

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
But as you are seemingly at bailiff stage could usefully make contact with 'Bailiff Advice Online'. Sheila, who provides this service, has an extremely good reputation for assisting people with bailiff issues.

She could 'try' a chargeback with her credit card company by telling them she believes she has been scammed (which in reality she has!!) it might work, might not BUT she will have to be 100% convincing with her 'story' and this is where YOU come in with some very good coaching of her.
She didn't have to pay this and if she can convince her credit card company that she was literally bullied/threatened/coerced into paying that could be the key to success.
I think she will need to involve the Police for more evidence to present to the card company of the scam.
Did she sign anything for the Bailiff (Scumbag)?

I think that's good then that she didn't sign anything then and maybe makes the case for chargeback stronger I mean she actually ISN'T the 'alleged' debtor and therefore should not have paid BUT to be threatened into paying by the scumbags is (I believe) against the Law.
If it were me I would go for the chargeback and don't let the scumbags fob you off with made up authorities, they all lie just to get money, if your mother 'STRONGLY' points out that the debt is nothing to do with her and she DID NOT AGREE to pay the debt ON BEHALF of you then again I believe this would be a strong case for a chargeback, her credit card company should be able to help providing she gives them the 'correct' information0 -

Seems she did the right thing in paying the amount to stop the debt increasing.
She also did what you said and returned any mail, including any rejection you might have had together with the 50% uplift for not paying in time.
Apart from an OOT declaration, would suggest you chalk this one up to common sense by your mum and an expensive education for you.Unlike some here, I am not omniscient. If I am wrong correct me. I won't take offence.
