Seems she did the right thing in paying the amount to stop the debt increasing.
She also did what you said and returned any mail, including any rejection you might have had together with the 50% uplift for not paying in time.
Apart from an OOT declaration, would suggest you chalk this one up to common sense by your mum and an expensive education for you.
You are kidding aren't you? please tell me your joking!! Its NOT her debt so she was NOT obliged to pay it, we also don't know whether the OP has any assets for the scumbags to seize, if he hasn't then it doesn't matter if the debt goes up by 1000% they get NOTHING!!0 -

OP does mention council twice in the first post so I was working on that being the most likely situation.
Certainly hasn't helped themselves by telling mother to return any post to sender - especially with parking tickets outstanding.
Having said that the mother is in one of the vulnerable groups that bailiffs have to look out for - so might be worth complaining to the bailiff and the council (presuming they are council tickets) about the hassling of someone vulnerable.
Beyond that I second Umkomaas's post about going to Pepipoo and Bailiff Advice Online.

I don't know for certain but I'd be surprised if you could do a chargeback for amounts bailiffs (especially if the matter has been through the courts) have collected - as opposed to fees.

Quite an interesting read that you posted Neil but I still think a 'chargeback' is more than possible as nothing in 'bailiffadviceonline' states what to do if they have took money off the WRONG person ie not the actual debtor.
I would imagine a few tricky boys and girls have tried chargebacks with bailiffs in the past and maybe some succeeded, maybe some failed but surely the bailiffs cannot just take money off someone who doesn't actually owe the debt.0 -

But - looking at it from the part of the bailiff. They had this address for OP as they hadn't told the council (?) they had moved. Assuming that it went through the court then they headed off to the address they had. They posted a letter and - lo and behold - the debt was paid. They weren't to know a 70+ lady lived there and I am sure there are many cases where someone pays a debt for someone else. Certainly do on Can't Pay...
I am not entirely sure what the bailiff has done wrong here if I am honest. I've seen their letters and, yes, they are a bit short and sharp. I deal with bailiffs a bit and am no fan so not on their side, although I've come across a few decent ones.!
I doubt this would fly for a chargeback but always willing to be proved wrong.

Were they definitely council parking tickets?
What did the responses to the appeals actually say?

It is the Bristol City Council yes! Surely they know I don't reside at that address as any correspondence would have been returned, not to mention I pay council tax to Bristol City Council.
I didn't get responses to the appeals because I moved address. How am I supposed to know who to inform. I appealed via email so would expect any outcome to be returned via the same method.
Is anyone going to address the GDPR concern that a letter without an envelope was posted through the door revealing my sensitive personal data to whom ever resided at that address?
I have also read in accordance to fines that I can inform them I had not received any notifcations as I had moved address and this can go back to court and back to the first stage in which any court and bailiff fees are removed.
That however is not the priority right now. The priority is to get the money refunded, or reversed to my mother. So any help as to the best way about doing so would be appreciated please.0 -

Try asking on legal help forum, like legal beagles, or complain directly to the Information Commissioner's Office.0
