Of course don't ignore a court claim, which CEL file themselves.  You'll have presumably read other CEL threads since you first posted, to learn more, and know they have Wonga man in charge if their so-called legal department.  Search the forum.

Are you sure this DCBLtd letter is about the CEL parking charge?  What does the heading say, or is there no heading and you've assumed this is about the old CEL ticket

There is a niggle in my mind that this is possibly about another charge from a different PPC and there is an old address in play.  That would create a CCJ risk.

More worryingly, I would have thought CEL would have just issued a claim by now.  I hope you haven't moved house since the older thread was started, and not told CEL your new address?

I hope they never held another address for you?

I am concerned to see they issued a LBC in 2019 and then nothing...which is not like CEL.  They have a habit of deliberately or negligently sending claims to old addresses and get people CCJs.

Is your V5C up to date re the address?

Reason for contravention: Custom House Quay

Falmouth Tr113 Payment not made in accordance with terms displayed on signage

    Dear

Notice of Debt Recovery — Unpaid Parking Charge of £170.00

You have an unpaid parking charge and Direct Collection Bailiffs Limited (DCBL) have been instructed to collect the outstanding balance on behalf of our client. The parking charge was issued because the vehicle was parked in contravention of the terms and conditions outlined on the signage as agreed to by the driver when the vehicle entered and parked on private land.

To ensure no further action is taken, you should make immediate payment by calling our 24 hour payment line on 01302 897022. Details of other ways to pay are on the reverse of this letter. Alternatively, if you wish to discuss your case, please call 0203 434 0432 quoting your DCBL reference number.

Supreme Court Decision about Parking Charges
A Supreme Court ruling in November 2015 reinforced that it is lawful for a parking operator to pursue payment of a correctly issued unpaid parking charge through the County Court. The case was an important test case for companies like our client. You can find further information online at: some long winded web address

At this point, you are no longer able to appeal the parking charge. Your next opportunity to dispute the charge would be if the matter was taken to Court.

Failing to make Payment. You now have 14 days from the date of this letter to either pay the outstanding amount or call us to discuss repayment. This case is not subject to High Court or bailiff action, however should you fail to contact us, we will recommend to our client the commencement of legal action against you.

    Yours sincerely,

    Collections Team

    BPA

Now - this is the first I have heard about the offence (dated 10/12/2018) & I phoned them up today to simply ask for evidence which they are unable to supply. They terminated the call as I was asking who I contact for evidence. It sounds like the parking tickets went to my previous address as we forgot to update the V5's when moving which took us about a year todo.

Any advice on what to do?

You could follow the advice given to the OP on this thread BUT for bespoke advice we recommend starting your own thread/discussion as it gets confusing trying to advise two different posters on the same thread.
